Job Description Job Description The Safety & Security Manager is
responsible for developing, and implementing safety and security
programs and procedures within Wheeling Park Commission. This role
aims to create and maintain a safe and secure environment for
employees, visitors, and assets while ensuring compliance with all
relevant regulations and minimizing risk to the Commission.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other
duties may be assigned. Develop and implement safety and security
policies and procedures including establishing protocols for
various situations, such as emergencies, incident response and
hazard control. Risk assessment and mitigation: Proactively
identify potential safety and security threats, conduct risk
assessments, and develop strategies and plans to minimize those
risks. Review Shift Reports, Accident/Incident Reports and report
any concerns including Security Issues to appropriate department
management. Develop Policy and Procedures to Limit Accident and
Guest Incidents where appropriate. Emergency response and
preparedness: Develop and maintain emergency response plans
including training with park staff for (e.g., fire evacuation,
active shooter, mass casualty event) and conduct drills to ensure
the Commission and its personnel are prepared to respond
effectively in crisis situations. Serve as a liaison with local
laws enforcement agencies and Emergency Management Agencies (EMA)
to ensure coordinated safety efforts. Conduct monthly inspections
of facilities to ensure areas are safe for guests and employees,
and recommend corrective action when warranted. Lead the
development of a Safety oriented culture across park operations to
enhance the well-being of all patrons. Assist with creation of
other appropriate training and assist with current Commissions
trainings as appropriate. Event Planning: Coordinate with the
Sheriff & Fire Department for events to obtain additional staffing
providing a presence at events; assist Operations Staff with Event
Set Up, the Event and Event tear down. Provide standardized safety
training and ongoing guidance to Commission’s Ranger Staff; and
ensure Ranger Staff follows Commission’s policies and procedures;
work in the ranger position as needed. Provide courteous
information to guests. Complete appropriate trainings listed on the
human resources Training Matrix Adhere to Wheeling Park
Commission’s safety rules and policy; refer any and all safety
concerns to department manager, safety committee or human
resources. Interact with the public with a cheerful and positive
attitude, solve guest problems and complaints in a proper manner,
and maintain harmonious working relationships with fellow
employees. COMPETENCIES: Working knowledge of active shooter
prevention principles and be capable of training Commission’s staff
in those principles. Must demonstrate a practical understanding of
behavior threat assessment practices to help maintain a secure and
proactive safety climate. Background in Law Enforcement with
preference in supervisory role. Excellent communication and
interpersonal skills to interact with individuals at all levels of
the Commission. SUPERVISORY RESPONSIBILITIES Directly supervises 10
rangers. Is responsible for the overall direction, coordination,
and evaluation of these units. Carries out supervisory
responsibilities in accordance with the organization's policies and
applicable laws. Responsibilities include interviewing, hiring, and
training employees; planning, assigning, and directing work;
appraising performance; rewarding and disciplining employees;
addressing complaints and resolving problems. EDUCATION and/or
EXPERIENCE One year certificate from college or technical school;
and five years of experience in security management, or law
enforcement; or equivalent combination of education and
experience.
